Preliminary assessments and isra

The regulations for a Preliminary Assessment and associated reporting are found in the Technical Rules for Site Remediation (TRSR,  N.J.A.C. 7:26E). A Preliminary Assessment is conducted at a site to identify all potentially contaminated Areas of Concern (AOCs). This process is different from completing a Phase I ESA and, although similar in some ways, a REC is not the same as an AOC. Empower will prepare a Preliminary Assessment Report (PAR) according to the TRSR which will be accompanied by the required NJDEP forms. A recommendation for no further investigation or completing a Site Investigation (SI) will be made for each AOC as required.

  • Determine if an ISRA trigger has occurred

  • Assistance in completing the necessary forms including establishing a Remediation Funding Source (RFS)
  • Completing a PA of the ISRA establishment to identify potentially contaminated AOCs
